Haydar Aliyev

           A national leader of Azerbaijan people Haydar Aliyev Alirza was born on the 10th of May in 1923 in Nakhchivan city.

          After the graduation from the Nakhchivan Pedagogical Technical School in 1939 he got education at the faculty of Architecture of Azerbaijani Industrial Institute (present Azerbaijan State Oil Academy). Since 1941 he had worked as a department head of the National Interior Affairs Commissariat of Nakhchivan Autonomous Soviet Socialist Republic and the Soviet of National Commissars of Nakhchivan Autonomous Soviet Socialist Republic. Haydar Aliyev was sent to work at the bodies of state security by the Party Committee of Nakhchivan County in May in 1944 and promoted to the general in Leningrad (present Saint-Petersburg). He finished the faculty of History of Azerbaijani State University in 1957. he worked as a chief deputy of the State Security Committee of the SSR Ministers Soviet of Azerbaijani Republic in 1964.

          Haydar Aliyev was elected a first secretary of the Central Committee of Azerbaijani Communist Party and a bureau member of the Central Committee at the plenum of the Central Committee of Azerbaijan Communist Party (1969). At the august plenum of the Central Committee of Azerbaijan Communist Party (1969) the direction of the substantial improvement of the leadership of agriculture and cultural construction in the republic, the strengthening of the state and labour discipline and the increase of responsible staff were determined on the basis of Haydar Aliyev’s speech. This direction was developed through Haydar Aliyev’s speeches and scientifically grounded and became a go-ahead acting program to prevent the decay factors which negatively affects the spirit of the nation in economic-social life of the republic and to establish a healthy spiritual-psychological climate and social welfare. Haydar Aliyev’s reporting speeches at the XXVII (March, 1971) and XXIX (January, 1976) congresses of Azerbaijani Communist Party, played an important role in the implementation of this program. Haydar Aliyev made speech at the XXIV (March-April, 1971) and XXV (February-March, 1976) congresses of Soviet Union Communist Party and was elected a member of the Central Committee of Soviet Union Communist Party there. Haydar Aliyev was elected a candidate of the Political Bureau of the Central Committee of Soviet Union Communist Party in March in 1976, a member of the Political Bureau in November in 1982 and at the same time, was appointed a first deputy of the chief of the USSR Ministers Soviet.

         He was a member of the Commission of USSR Constitution and took active part in the draft of a new Constitution of the country and made speech in the session of the Supreme Soviet of the USSR, which accepted the Constitution (October, 1977). As a chief of the commission responsible for the draft of the new Constitution of Azerbaijan Soviet Socialist Republic, Haydar Aliyev could manage to add the article about “Azerbaijan language to be a state language of Azerbaijan Soviet Socialist Republic” to the republic constitution (July, 1977). At the session of the Supreme Soviet of Azerbaijan Soviet Socialist Republic he made speech on “The draft of the Constitution (Main Law) of Azerbaijan Soviet Socialist Republic and the results of its national discussion” (April, 1978).
